Union OK'd for CSD Workers

After months of bureaucratic back and forth, the Crestline Sanitation District's board of directors Tuesday recognized the International Brotherhood of Electrical Workers (IBEW) as the employee's bargaining agent.

The board made its decision to voluntarily recognize the union after meeting in closed session. But final details remain somewhat clouded.

Present to hear the board's decision, union representative Mark Meyer wanted the board, or Bill Brunick, its legal counsel, to sign an agreement covering bargaining agent representation.

Brunick declined, indicating he would want to review any document before signing it. Details of any formal document will be negotiated, Matthew Philippe, board president, told this newspaper on Wednesday.

Workers back in June unanimously said they wanted the IBEW to represent them.

But clouding that request was a question of which governmental agency could give recognition to the IBEW as the authorized employee representative.

Meyer said the lack of a written agreement wouldn't stop the union from meeting with workers and setting up IBEW membership.

Meyer said one of the first things to be done would be to review the MOU (memorandum of understanding), then enter into negotiations for the employees for the purposes of collective bargaining. Sanitation workers have gone without a contract since July 1.

In other action Tuesday, the board asked acting general manager Mark Pattison to finalize a job description for the general manager's position, as well as the advertisement announcing the open position for general manager.

The position was left open after then general manager Kathy Whalen retired last month. It is expected that a formal search will begin in a couple of months.
